NPTC PA1 & PA6 + CSCS Guide for Commercial Landscaping FM Supervisors 2026

For commercial landscaping and grounds maintenance engineers working in FM, the NPTC PA1 (Foundation Module) and PA6 (Pesticide Application using Pedestrian-Operated Granular Applicators and Knapsack Sprayers) certificates are the core qualifications for safe and legal pesticide application. Together, PA1 and PA6 satisfy the legal requirement for competent pesticide use under the Control of Pesticides Regulations 1986 and are required for any grounds maintenance operative applying herbicides, fungicides, or insecticides on commercial sites.

The CSCS (Construction Skills Certification Scheme) Green Card is the site access credential required on commercial construction-adjacent groundwork sites. While not a specialist landscaping qualification, it is increasingly required on commercial sites where grounds maintenance crosses over with construction and civil engineering activity.

Why NPTC (National Proficiency Tests Council) / CSCS matters in commercial FM

Commercial grounds maintenance contracts on business parks, retail centres, NHS sites, educational institutions, and industrial estates routinely require pesticide application for weed management, moss treatment, and pest control on external areas. Without PA1 and PA6 certification, operatives cannot legally apply any pesticide — including common herbicides like glyphosate.

FM contractors who win commercial grounds maintenance contracts are required to ensure all pesticide-applying operatives are certificated. Health and Safety inspectors and Environment Agency officers check certification when investigating incidents involving pesticide application, and uncertified application is a criminal offence under COPR 1986.

How to get NPTC (National Proficiency Tests Council) / CSCS certified — step by step

1

Complete PA1 (Foundation Module) first

1 day (theory + assessment)

PA1 is a prerequisite for all pesticide application modules. It covers legislation, COSHH, environmental protection, and emergency procedures. Most providers offer PA1 and PA6 as a combined 2-day course.

Tip: Focus on the environmental protection sections — these generate the most exam questions.

2

Complete PA6 (Knapsack and Granular Application)

1 day (practical assessment)

PA6 practical assessment: correct PPE selection and fitting, mixing and loading procedures, equipment calibration, application technique, record-keeping, and equipment decontamination and storage.

3

Receive NPTC certificates

4–6 weeks

NPTC certificates are issued by LANTRA Awards (who administer NPTC qualifications). Allow 4–6 weeks for formal certificates. A proof of achievement letter from your provider is accepted by most employers in the interim.

4

Obtain CSCS Green Card (if required)

1–4 weeks

The CSCS Green Card (Labourer) requires a Health Safety & Environment (HS&E) test. For commercial grounds maintenance on construction-adjacent sites, the CSCS Landscape & Horticulture card requires an NVQ Level 2 in Amenity Horticulture. Check which card your site access requires.

Tip: Book the CITB HS&E test at a Pearson Vue test centre. PA1/PA6 and NVQ evidence are required for the trade card — the HS&E test alone only gives the Green (Labourer) card.

What to expect in the assessment

PA1 is the foundation module — a written theory examination covering pesticide legislation, environmental protection, COSHH, personal protective equipment, and emergency procedures. PA6 is the specific module for hand-held and knapsack equipment — a practical assessment demonstrating correct equipment calibration, mixing and loading procedures, application technique, and equipment cleaning and storage.

Pesticide application near water: additional requirements for commercial FM

Commercial sites adjacent to water bodies — drainage channels, ponds, streams, rivers — require additional care and in some cases additional certification for pesticide application. Under the Environment Act and Water Framework Directive, applying certain pesticides near water without appropriate precautions is a criminal offence and can result in significant Environment Agency fines.

For grounds maintenance engineers on commercial sites with water features or drainage infrastructure, PA6 covers basic buffer zone requirements. Engineers who regularly work near open water should be familiar with the Environment Agency guidance on pesticide use near water and ensure their application plans include appropriate buffer zones and run-off prevention measures.

Renewal & ongoing requirements

NPTC PA certificates do not expire. However, many commercial FM contractors require operatives on the FACTS (Fertiliser Advisers Certification and Training Scheme) or BASIS voluntary register, which requires CPD to maintain. Some local authorities and public sector clients specify registered operatives for their grounds maintenance contracts.

Renewal frequency: No mandatory renewal — CPD registration optional

Approximate cost: FACTS registration approximately £80/year

Job titles that require this cert

  • Grounds Maintenance Operative
  • Grounds Maintenance Supervisor
  • Landscaping FM Engineer
  • Grounds Keeper (Commercial)
  • Estates Operative (Grounds)

Salary & career impact

Commercial grounds maintenance operatives earn £23,000–£32,000. Supervisors with PA1/PA6, NPTC chainsaw units, and CSCS earn £30,000–£40,000 on commercial FM contracts. Grounds maintenance foremen managing multi-site commercial contracts can reach £38,000–£48,000.

Frequently asked questions — NPTC (National Proficiency Tests Council) / CSCS

Do I need PA1 before PA6?+

Yes. PA1 (Foundation Module) is a mandatory prerequisite for all PA application modules including PA6. Most providers deliver PA1 and PA6 as a combined 2-day course, so in practice you complete both at the same time.

Which PA module do I need for commercial grounds maintenance?+

PA6 covers hand-held and pedestrian-operated equipment: knapsack sprayers, granular applicators, and watering can application. This covers the vast majority of herbicide and pesticide application in commercial grounds maintenance. PA2 (tractor-mounted boom) is needed if you operate vehicle-mounted sprayers.

Can I apply glyphosate without PA1 and PA6?+

No. Glyphosate is a pesticide regulated under COPR 1986. Any professional application of glyphosate (or any other regulated pesticide) requires PA1 and the relevant application module. The regulations apply to professional users — not amateur/consumer use in domestic gardens.

What is the difference between the CSCS Green Card and the Landscape & Horticulture card?+

The Green Card (Labourer) requires only the HS&E test and is for general site labourers. The Landscape & Horticulture card requires an NVQ Level 2 or equivalent in a horticultural discipline and is the appropriate card for qualified grounds maintenance operatives. Some commercial sites accept Green Card for grounds maintenance; others require the trade card. Check with the site manager.

Do NPTC PA certificates expire?+

NPTC PA1 and PA6 certificates do not have a mandatory expiry date. However, some commercial FM clients specify that operatives hold current CPD records or BASIS/FACTS registration, which requires ongoing professional development points. Check your contract requirements.
