SKILLcard Guide for Commercial HVAC FM Engineers (Blue & Gold) 2026
The SKILLcard scheme is the primary competency card for the heating, ventilation, air conditioning, and refrigeration (HVACR) industry in the UK. Managed by REFCOM and widely recognised across the commercial FM sector, SKILLcard provides proof that an engineer holds the right qualifications and has demonstrated practical competence to work safely on HVAC systems in commercial environments.
There are two main card types relevant to commercial FM engineers: the Blue SKILLcard for operatives and the Gold SKILLcard for supervisors. Both require F-Gas Cat 1 as a prerequisite alongside NVQ qualifications. For engineers working on large commercial sites or seeking employment with tier-1 FM contractors, SKILLcard has become the de facto proof of competency.
Why SKILLcard / REFCOM matters in commercial FM
Major FM contractors increasingly specify SKILLcard as a site access requirement alongside F-Gas Cat 1. For projects managed under BSRIA, CIBSE, or SFG20 maintenance frameworks, SKILLcard is often listed in tender specifications as a minimum standard for HVAC operatives.
SKILLcard distinguishes commercially competent engineers from those who hold a qualification but lack verified practical experience. The NVQ element requires workplace evidence, meaning card holders have demonstrated competency on real commercial systems — not just passed a written test.

How to get SKILLcard / REFCOM certified — step by step
Hold F-Gas Cat 1
F-Gas Cat 1 (City & Guilds 2079 or BPEC) is mandatory for SKILLcard. If you do not yet hold it, complete that first.
Tip: See our F-Gas Cat 1 guide for the full route.
Complete an NVQ Level 2 or 3 in HVACR
6–18 monthsThe NVQ requires a portfolio of workplace evidence assessed over 6–18 months. City & Guilds, EAL, and BPEC all offer HVACR NVQs. Your employer may fund this through an apprenticeship or work-based learning agreement.
Pass the HVACR health and safety test
Half dayA short multiple-choice health and safety test covering HVACR-specific hazards. Most candidates complete this at the NVQ assessment centre.
Apply via the SKILLcard website
2–3 weeks processingSubmit your qualifications, NVQ certificate, F-Gas certificate, and health and safety test result at skillcard.org.uk. The card is typically issued within 2–3 weeks.

What to expect in the assessment
SKILLcard is not a single assessment — it is awarded based on a combination of existing qualifications (F-Gas Cat 1 is mandatory), an NVQ Level 2 or 3 in HVACR (or equivalent), and an HVACR health and safety test. The NVQ route requires a portfolio of workplace evidence assessed by an NVQ assessor, typically over 6–18 months.
SKILLcard vs CSCS: understanding the difference
SKILLcard and CSCS (Construction Skills Certification Scheme) are often confused. CSCS is for the broader construction industry and covers a wide range of trades including electricians, plumbers, and general labourers. SKILLcard is HVACR-specific and carries more weight for mechanical services roles in commercial FM.
Some large commercial construction sites require CSCS for site access alongside trade-specific cards. In this case, HVAC FM engineers may hold both. However, for FM maintenance work on operational commercial buildings (as opposed to construction sites), SKILLcard is the relevant credential and CSCS is not typically required.
Renewal & ongoing requirements
SKILLcard must be renewed every 5 years. Renewal requires evidence of continuing employment in HVACR and a current HVACR health and safety test. F-Gas Cat 1 must remain valid (per employer policy). Renewal is administered through the SKILLcard website.
Renewal frequency: Every 5 years
Approximate cost: £40–£60 renewal fee
Job titles that require this cert
- ✓HVAC FM Engineer
- ✓Refrigeration Engineer
- ✓Air Conditioning Engineer
- ✓Building Services Engineer
- ✓M&E FM Engineer
- ✓HVAC Supervisor (Gold Card)
Salary & career impact
SKILLcard holders command a salary premium of approximately £3,000–£6,000 over non-card holders at equivalent experience levels. Gold SKILLcard (supervisor level) opens access to senior FM roles at £45,000–£60,000. The card signals to employers that the engineer is commercially verified, reducing onboarding risk.
For employers
If you operate commercial HVAC maintenance contracts under tier-1 FM frameworks, specifying SKILLcard in your job requirements filters for candidates with verified NVQ-backed competency — reducing site incidents and compliance risk. Many building owners and managing agents now include SKILLcard requirements in their FM contract specifications.
Frequently asked questions — SKILLcard / REFCOM
Is SKILLcard a legal requirement?+
SKILLcard is not legally mandated by statute. However, it is required by many FM contractors as a condition of employment and by some building owners as a site access requirement in their FM contract specifications. In practice, for engineers working in commercial FM with tier-1 contractors, it is functionally required.
What is the difference between Blue and Gold SKILLcard?+
Blue SKILLcard is for HVACR operatives and requires NVQ Level 2. Gold SKILLcard is for supervisors and requires NVQ Level 3. Gold card holders can supervise others and take on lead engineer roles on commercial contracts. Most senior HVAC FM engineer roles specify Gold Card.
How long does the NVQ take?+
The work-based NVQ typically takes 6–18 months depending on the volume of evidence you can gather from your regular work activities. You need to demonstrate competency across multiple units — the assessor will visit you on site to observe and sign off units as you complete them.
Can I get SKILLcard through an apprenticeship?+
Yes. The HVACR apprenticeship standard (Level 3) includes the NVQ and F-Gas elements required for Gold SKILLcard. Employers can fund apprenticeship training through the apprenticeship levy. For experienced engineers who missed the apprenticeship route, work-based NVQ assessment is the main alternative.
Does SKILLcard expire?+
Yes — SKILLcard must be renewed every 5 years. Renewal requires evidence of current HVACR employment and a renewed health and safety test. The renewal fee is approximately £40–£60. Most employers will prompt engineers to renew as part of their compliance management.
